Debra Lightner, is the Senior Vice President and Chief Compliance Officer for EmblemHealth, Inc. Ms. Lightner previously served as Director, Regulatory Compliance and Medicare Compliance Officer for Horizon Blue Cross Blue Shield of New Jersey from 2014 to 2016. She served Horizon Blue Cross Blue Shield of New Jersey as Associate General Counsel and later, Assistant General Counsel, from 2003 to 2014, specializing in complex healthcare litigation. Ms. Lightner began her career as a complex commercial litigator at Sills Cummis & Gross in Newark, New Jersey. Ms. Lightner was featured by American Healthcare Leader magazine, where she discussed her revitalization of EmblemHealth's Compliance Department since joining the Company in 2016. Ms. Lightner has also been a featured Compliance and Legal Affairs speaker for the HealthCare Compliance Association, the Blue Cross Blue Shield Association and the New Jersey Corporate Counsel Association. Ms. Lightner received her Juris Doctorate from Seton Hall University School of Law and a Bachelor of Arts degree in History from The College of New Jersey. Ms. Lightner is a member of the Board of Trustees for the Cresthaven Academy, a charter school in Plainfield, New Jersey, and was formerly a member of the Board of Trustees for Easter Seals New Jersey, the New Jersey Corporate Counsel Association, and the American Cancer Society Northwest NJ Region. A lifelong New Jersey resident, Ms. Lightner is the proud mother of two daughters.
