John Kelly is a former federal healthcare fraud prosecutor, an experienced trial attorney, and Chair of the Healthcare Department and Healthcare Industry Practice Group at Barnes & Thornburg. John is a partner in the firm's Washington, DC office, and he represents companies and individuals in internal investigations, government investigations, criminal prosecutions, and civil litigation in matters related to healthcare fraud and abuse including the Anti-kickback statute, Stark Law, False Claims Act, Managed Care and risk adjustment, FDCA, CSA, and other regulatory and compliance issues. John had a distinguished career with the U.S. Department of Justice where he held a number of leadership positions including Assistant Chief for Healthcare Fraud in the Fraud Section, Lead Prosecutor - Los Angeles Medicare Fraud Strike Force, and Deputy Director and Chief of Staff of the Executive Office for U.S. Attorneys . John and his team have been selected to serve as outside compliance and investigations counsel for a number of health systems, health insurers, and life sciences companies, some of which are subject to a Corporate Integrity Agreement.
