Josh Lichtblau, Director, Medicaid Fraud Division Josh Lichtblau joined the Office of the State Comptroller as Director of the Medicaid Fraud Division (MFD) in July 2015 after serving for more than two decades in the Attorney General’s Office. As MFD Director, Lichtblau leads the Division’s efforts to prevent and investigate fraud, waste and abuse in the Medicaid program and to recover overpayments of improperly expended Medicaid funds. Lichtblau previously served as Assistant Attorney General and Counsel for the Office of the Insurance Fraud Prosecutor (OIFP), where he supervised the Medicaid Fraud Control Unit’s efforts to recover Medicaid funds under the False Claims Act. Prior to joining OIFP, Lichtblau was the Director of the Division of Gaming Enforcement, which investigates applicants for casino related licenses and enforces laws related to casino operations. While heading the Division, Lichtblau spearheaded an historic overhaul of casino gaming oversight that reduced regulatory costs, eliminated redundant requirements and decreased turnaround time for licensing decisions. Earlier in his career, Lichtblau held a series of supervisory roles as a Deputy Attorney General and Assistant Attorney General in the Division of Law within the Department of Law & Public Safety, where he successfully represented the state’s interests in several significant, high-profile cases, including complex procurement and insurance matters. Lichtblau, who graduated with a B.A. from the University of Pennsylvania and received his law degree from the Georgetown University Law Center, served as a law clerk for the Honorable Sylvia B. Pressler of the New Jersey Superior Court, Appellate Division.
