Robert Alfano
U.S. Regulatory Lead, Babylon
Robert Alfano is the U.S Regulatory Lead for Babylon, a digital health company that focuses on digital first healthcare solutions to drive accessibility and affordability in the healthcare marketplace. In his role, Rob is the lead coordinator and strategist for Babylon on U.S regulatory matters including regulatory adherence, maintaining successful relationships with government regulators, advocacy, and regulatory change management. Prior to coming to Babylon, Rob was the Director of Compliance Services for Prime Therapeutics, a Pharmacy Benefit Manager ( PBM) serving several Blue Cross Blue Shield plans throughout the nation. Rob led the client initiated audit response and compliance validation functions. Prior to that, Rob worked in two roles with United Healthcare, first in Medicare Regulatory Affairs leading the regulatory team in working on CMS guidance implementation and regulatory advice, and then leading United's CMS Account Management Team which was the main point of contact with United's CMS Regional Account Managers. Rob provided insight as to CMS expectations and collaborated closely with compliance and business leaders from across the Medicare and Commercial (Marketplace/Exchange Plans) enterprise to ensure the business meets and exceeds CMS compliance requirements. Prior to this role at UnitedHealthcare, Rob worked at Blue Cross Blue Shield of Minnesota in the commercial portfolio, and led the provider contracting division and then the credentialing and network data teams. Before working at Blue Cross Blue Shield, Rob worked at the Minnesota Department of Human Services on the States Medicaid managed care plan. Rob worked in a regulator role overseeing compliance with plans and counties, as well as being a liaison with CMS Central and regional offices. Rob also worked with state legislators and the Minnesota Governors Office on legislative proposals related to Medicaid. Prior to that, Rob was the legislative director for the Minnesota State Office of Ombudsman for Mental Health and Developmental Disabilities where he worked on mental health related legislative advocacy. Rob graduated from the University of Minnesota in Minneapolis, with a Bachelor of Arts in International Relations and a minor in French. Rob is also a graduate of Mitchell-Hamline College of Law in Saint Paul, Minnesota, and earned a Juris Doctor. Rob was recently awarded a certificate in Law and Leadership in Healthcare Administration from Mitchell-Hamline College of Law. Rob and his family live in Saint Paul.
